Travel Service’s Guide to Traveling with the EU’s Digital COVID Certificate – Donegal Daily


The journey is back! For Irish Travel Department customers, they can now travel freely within the EU and select countries using the EU’s COVID Digital Certificate (DCC).

What is the EU COVID digital certificate?

The EU COVID digital certificate is proof that a person has:

  • been vaccinated against COVID-19
  • received a negative test result
  • recovered from COVID-19 in the last 6 months

The EU COVID digital certificate will be used in all EU member states, including Ireland from this summer (19e July in Ireland). The idea is to use this certificate to relax the current restrictions on movement in a safe and structured way.

Do I still have to quarantine?

Customers traveling using the EU’s digital COVID certificate should, in principle, be exempt from any further testing or restriction when traveling to Europe. Countries should only impose additional tests or restrictions if necessary to ensure the safety of their citizens. Once you are covered by one of the certificate’s stipulations, traveling within the EU should be relatively easy.

What is considered to be fully vaccinated?

Check the HSE website for the latest vaccine information. Currently, it is:

  • 7 days after the 2nd dose of Pfizer-BioNTech
  • 14 days after the 2nd dose of Moderna
  • 14 days after the single dose Janssen vaccine
  • 15 days after your 2nd dose of AstraZeneca

Can I still travel within the EU if I am not vaccinated?

Some countries will only allow entry to fully vaccinated holidaymakers. We suggest you check Reopening of the EU (, the official EU website for the most up-to-date travel information.

When will I receive my digital COVID certificate from the EU?

You should receive it by email shortly after being fully immunized at an official vaccination center if you have provided an email address, otherwise it will be mailed to you. To apply for the recovery-based DCC certificate in order to travel, you will need to complete this online form. If you get a certificate based on a negative covid test, which must be taken up to 72 hours before travel, you will need to arrange it with the test facility. There is an emergency helpline number for the EU Covid Digital Certificate, it is 1 800 807 008.

Can I print my digital EU COVID certificate?

Yes, you can easily print your EU digital COVID certificate once you receive it by email.

How do I add the EU digital COVID certificate to my smartphone?

You should be able to download a copy of the certificate in PDF format to your device. If you have the COVID Tracker app installed, you will see that there is an option on the home screen to add DCC, which you can easily do by scanning the QR code that is on your certificate.

Do I have to complete a passenger locator form before going on vacation?

Yes, everyone will need to complete a passenger tracking form to enter EU countries and again before returning to Ireland. It is important to note that since July 12, the passenger tracking form can only be completed online; there is no paper version. Different countries have their own links to these forms, which you can also get from the EU official website. If you click on “Travel plan” you can indicate the country from which you are leaving and towards which you are going and it gives you the necessary information and links to the Passenger tracking forms.

What is the airport experience like now?

Upon arrival at the terminal and check-in area, you will see protective screens, hand hygiene stations, and staff wearing face masks. Access to the terminal is limited to those traveling and face masks are mandatory inside the terminal. Social distancing is practiced throughout the airport, so we recommend that you arrive at least 2 hours before your European flight. You can still enjoy the usual facilities, such as bars, restaurants, shops and Duty Free.

At Dublin Airport it was a one-way system upon entry. Hand sanitizer stations were located everywhere, and the two-meter rule was promoted throughout the airport through the use of floor stickers and signage. Boarding the plane was done line by line, which kept waiting time to a minimum. Wearing a mask is mandatory throughout this process and on board the flight. Onboard services are all contactless card payments. My advice to anyone wishing to travel now that the restrictions in Europe have been lifted is to do so ”.
